Sustainable Development Commission Scotland, the Scottish Government's independent watchdog on sustainable development, has recently published its third annual report, which makes for interesting reading - we provide a link to it below:

The role of SDCS is to measure the Scottish Government's stated intentions on certain key issues, including climate change, marine/fisheries and waste, against action on the ground and the Scottish Government's own criteria for success.  The report makes specific references to the opportunities presented by the Climate Change (Scotland) Act 2008 that all followers of climate change action will be interested to review in detail.  The Act is notable in its deliberate use of targets as instruments of future change.
