Guest speaker, Donna Fleming, specialist Telecare Projects Manager with Edinburgh City Council, will begin by providing:

  •  an overview of the history of Telecare in Edinburgh
  •  a strategic view - funding streams, rationale for Telecare 
  •  a profile on the Telecare service components, from referral to
     installation and review
  •  a review of next steps for Edinburgh's Telecare Service.

To a lawyer's eye, telecare raises many issues of personal privacy and informed consent. Who decides when telecare is appropriate? What happens if the patient objects - can telecare be imposed? Who decides how much freedom to allow a patient in their own home? What is the legal basis for the imposition of such restrictions? What is the legal basis for accessing this data and sharing such data? What happens to the data if a person's health improves and telecare is no longer required. Paul Motion, Partner at bto, will examine the law and issues which quality standards need to address.
