A leader within the field of social housing, Patrice is praised for his "thorough and commercial approach" (Chambers UK). He has “a wealth of experience in the sector” and is “extremely knowledgeable and thorough in his explanations” (Chambers UK) and clients view him as being “perceptive and user-friendly” (The Legal 500). His expertise ranges from advising on mergers of Registered Social Landlords (RSLs), amalgamations and transfers of engagement and transfer of assets of RSLs.
He is acknowledged in his field as being “solution-driven” with an eye for detail and clients appreciate that he "uses examples of what he has come across to give advice and suitable warnings and ways to overcome problems" (Chambers UK). He is often called upon to prepare Options Appraisal Reports on issues such as corporate governance, group structures, charity law and the ever-growing management matters that are relevant to RSLs. In particular, Patrice is adept at dealing with all issues that affect RSLs, such as EU Procurement, bulk procurement and contracts.
Given the importance of EU Procurement Regulations for the voluntary sector, Patrice has had an article published on the subject of “Registered social landlords and EU procurement regulations” (SCOTS LAW TIMES: ISSUE 24: 22.07.11). In addition, Patrice, on behalf of BTO, made a submission to the European Commission on its Green Paper “The modernization of EU Procurement Policy – towards a more efficient European Procurement market”.
Patrice acts for a number of well-known charitable organisations and charitable RSLs, advising on group structures, policies and ongoing legislative changes, including negotiating, on behalf of his clients. As well as governance issues for RSLs, Patrice advises on matters such as funding (whether straightforward lending or re-financing) and joint ventures, including syndication and lending through trust fund managers. With more than 20 years of experience in the housing sector, Patrice is a valuable and resourceful business adviser who listens to his clients.
